You can put full size liquids into your checked (cargo) luggage. As for your carry on it must be 3oz or smaller and only as many bottles as you can fit into ONE quart sized zipp-lock bag. I just was two different airlines last month. Both had the same rules.
Also each airlines has it's own rules as to how big your luggage can be and how much each bag can weigh. You should check into that if you haven't already.

No. It is a good idea in case the items leak with the increase in pressure at high altitudes.
It's not a requirement for checked luggage though.

Here is the TSA website link, where all the updates regarding permissible carry-on items are posted:

I don't think TSA makes you put the checked items in a zipper bag...but it never hurts...I've had shampoo explode all over my clothes before. Not a pretty sight.

You can put liquids in your checked luggage without the plastic bag (though I always do, in case they leak). The 3oz bottles in a 1 quart ziplock bag restriction is just for carry on. It's all spelled out on the TSA web page...

Bag the stuff in your luggage, but if you're doing carry-ons, I'm pretty sure they have it on the Airline website.
It's normally around 3 oz and in a small bag.
